The subjects under the Academic Stream are under 3(three) Groups of studies-(a) Arts, (b) Science and (c) Commerce; and each Trade under the Vocational Stream has three papers of the Trade to be taught in each class, i.e. paper I, II & III in Class XI and paper – IV, V & VI in Class XII. A student of Vocational Stream shall offer- (I) English, (2) MIL, (3) One Vocational Trade and (4) One more subject having no practical paper from the academic stream as additional subject.

1. SCHEME OF ADMISSION

1.1 (a) ADMISSION TO CLASS XI
Any student who has passed the High School Leaving Certificate Examination of the Board of Secondary Education, Manipur or an equivalent examination from any other Board/ Council recognised by the Council of Higher Secondary Education, Manipur are eligible for admission to Class XI in a Higher Secondary School/institution recognised by the Council.

(b) ADMISSION TO CLASS XII
Students who have passed the Class XI examination of the Council and study gap not exceeding a maximum of three academic years from the year of passing the Class XI examination are eligible for admission to Class XII in any Higher Secondary School/institution recognised by the Council.

1.2 ELIGIBILITY CERTIFICATE:
Students from other Boards/Councils/Universities other than the Board of Secondary Education, Manipur seeking admission to Class XI in any institution recognised by the Council shall apply in the prescribed form for obtaining Eligibility Certificate from the Council prior to their admission. Admission without Eligibility Certificate of such candidates in any institution under the Council shall be invalid.

1.3 ENROLMENT
Every student admitted in Class XI/XII in any recognised institution under the Council shall enrol himself/herself to the Council through the institutions from where he/ she was admitted. A student should enrol from only one institution.

1.4 REGISTRATION:
(i) Every student enrolled in the Higher Secondary Classes (XI/XII) under the Council shall register with the Council by applying in the prescribed application form through the institution from where himself/herself was admitted. The Council shall issue Registration Certificate to all students registered with the Council. A student should register from only one institution. “In case, a student is found to have been enrolled/registered in more than one institution-

(a) his/her enrolment and registration will be cancelled for that particular session;

or

(b) he/she shall be fined a sum of Rs. 10,000/- (Rupees ten thousand) only if he/she desires to opt only one of the institutions and continue to be a student of that institution”.

1.5 TRANSFER:
A student admitted in Class XI/XII in any institutions under the Council shall complete his/her Higher Secondary Course from the same institution. No inter-institutional transfer shall be allowed under any circumstances.

2. SCHEME OF STUDIES

2.1 ACADEMIC STREAM :

The subjects for study include:
(1) English
(2) Any one of the Modern Indian Languages: Assamese, Bengali, Hindi, Hmar, Kom, Manipuri, Mizo, Nepali, Paite, Tangkhul, Thadou Kuki, Vaiphei, Zou.
Or
Alternative English
(3) Three Elective subjects from any one of the following three Groups
(i) Group -I
(Arts)
Any one of the Elective Languages (Assamese, Bengali, English, Hindi, Manipuri, Sanskrit), Economics, Education, Fine Arts, Geography, History, Home Science, Manipuri Dance, Mathematics, Music, Philosophy, Political Science, Psychology, Physical Health Education & Sports, Statistics, Sociology.
Students can also opt for an additional subject from this group as the fourth
Elective Subject.
(ii) Group-II
(Science)
Anthropology, Biology, Biotechnology, Chemistry, Computer Science, Engineering Drawing, Geology/ Geography, Home Science, Physics, Physical Health Education & Sports, Mathematics, Statistics. Students can also opt for an additional subject from this group as the fourth Elective Subject.
(iii) Group-III
(Commerce)
Accountancy, Business Studies, Computer Science/Economics/Mathematics. Students can also opt for an additional subject from this group as the fourth Elective Subject.

2.2 VOCATIONAL STREAM
The subjects for study include:
(1) English
(2) Any one of the Modern Indian Languages: Assamese, Bengali, Hindi, Hmar, Kom, Manipuri, Mizo, Nepali, Paite, Tangkhul, Thadou Kuki, Vaiphei, Zou.
Or
Alternative English
(3) Any one of the Vocational Trades (each Trade comprising of three Papers each in Class XI and Class XII): Agro Industries, Building Maintenance, Commercial Garment Designing and Making, Crop and Seed Production Technology, Food Preservation and Processing, Inland Fisheries, Journalism, Marketing and Salesmanship, Maintenance and Repair of Electrical Domestic appliances, Medical Lab. Technician, Office Management/Office Secretaryship, Plantation Crops and Spices, Poultry Production, Sericulture, Textile Designing. Students can also opt for an additional subject not involving practical from the Arts/ Science/Commerce groups.
(4) “On-the-Job Training”, wherever prescribed is Compulsory. Vocational paper (s) having “On-the-Job Training” (OJT) will be of 30 marks in Theory paper and of 70 marks in Practical paper.

2.3 No student shall be permitted to offer a subject in Class XII if he/she has not passed the Class XI Examination with the subject.

2.4 INSTRUCTIONAL TIME:

There should be a minimum of 180 working days in an academic year. The duration of each period should be 45 minutes. The instructional period may be distributed as given below:

2.5 MEDIUM OF INSTRUCTIONS AND EXAMINATIONS:
The medium of instructions and examinations for all subjects except language subjects, Music and Manipuri Dance shall be in English. For language subjects, the medium shall be the concerned language, for Music, the medium shall be Manipuri/Hindi/English, for Manipuri Dance, the medium shall be Manipuri/English.

3. SCHEME OF EXAMINATIONS

3.1 NAME OF EXAMINATIONS :

 (a) Class XI Examination : The examination conducted after a regular course of studies for not less than one academic year in Class-XI in a recognised institution under the Council shall be called “Class-XI Examination”.

 (b) Higher Secondary Examination : The examination conducted after a regular course of studies for not less than one academic year in Class-XII in a recognised institution under the Council shall be called “Higher Secondary Examination”.

3.2. NATURE OF EXAMINATIONS :

(a) Class-XI Examination

(i) The Examination shall be conducted by the concerned institutions simultaneously in all the recognised institutions under the Council with common question papers supplied by the Council.

 (ii) The time table for the examination shall be fixed and prescribed by the Council.

 (iii) The council shall issue the admission cards of the students appearing in the examination.

 (iv) The Council shall prepare and distribute the common question papers to each of the concerned institutions.

 (v) Conduct of examination, preparation of scripts, evaluation of the answer scripts shall be the entire responsibility of the concerned institutions.

 (vi) Tabulation of Marks for the declaration of examination results shall be done by the concerned institutions in the format prescribed by the Council. The Heads of the institutions shall forward the completed Tabulation Sheets (in duplicate) along with the result sheets prepared as per the relevant “Pass Criteria” and “Classification of passed candidates” latest by 10th May of every year for obtaining the approval of the Council.

 (vii) (vii) All concerned institutions shall declare the results after obtaining the approval of the Council within the month of May of every year.

 (viii) The concerned institutions shall issue the Mark Sheet in the format prescribed by the Council.

(b) Higher Secondary Examination :
(i) The Council shall conduct the Higher Secondary Examination in all subjects.
(ii) The assessment records are subject to scrutiny of the Council as and when it deems necessary

 (c) In all subjects examined in Class XI and Higher Secondary Examination all theory papers, each carrying 100/70 marks shall be of 3(three) hours duration. For theory papers carrying a maximum marks of 50 and 40/30, the time allotted shall be of 2(two) hours 30 minutes and 2(two) hours respectively. For practicals the allotted time shall be of 3 (three) hours.

 (d) In all subjects involving practical, there shall be a theory paper and a practical paper as mentioned in the syllabus.

 (e) An extra time of 15 (fifteen) minutes shall be given for reading of the questions in all theory papers. However, no extra time shall be given in case of Practical Examination.

 (f) A candidate who fails/absent in the Higher Secondary Examination can appear at the succeeding examinations for a maximum of 4 (four) consecutive years.

3.3 MINIMUM ATTENDANCE FOR REGULAR CANDIDATES :

(a) To be eligible for appearing at the Class XI/Higher Secondary Examination as a “Regular Candidate” a student should attend at least 75% of the Classes including practical (for subjects involving practical).

 (b) Condonation of shortage of attendance : The prescribed attendance of 75% may be condoned up to 60% by the Council on the recommendation of the concerned Head of the Institution. A condonation fee as fixed by the Council from time to time shall be charged.

3.4 PASS CRITERIA :

(a) The pass criteria for the subjects according to the full marks for the concerned subject(s) shall be as follows :

(b) A student shall be declared to have passed the Class XI/Higher Secondary Examination if he/she passes in all the subjects prescribed under SCHEME OF STUDIES and secures at least 165 marks in the aggregate.

3.5 (A) CLASSIFICATION OF PASSED CANDIDATES:

(a) Candidates who passed the Class XI/Higher Secondary Examination shall be declared to have passed the examination in FIRST DIVISION if he/she has secured 300 marks and above in the aggregate (not less than 60% marks in the aggregate) Candidates securing 400 marks and above in the aggregate shall be declared to have passed the examination in DISTINCTION WITH LETTER (not less than 80% marks in the aggregate)

 (b) Candidates who passed the Class XI/Higher secondary Examination shall be declared to have passed the examination in SECOND DIVISION if he/she has secured 225 marks and above but below 300 marks in the aggregate (not less than 45% but below 60% marks in the aggregate)

 (c) All other candidates who passed the Class XI/Higher Secondary Examination shall be declared to have passed the examination in THIRD DIVISION if he/she has secured 165 marks and above but below 225 marks in the aggregate (not less than 33% but below 45% marks in the aggregate)

 (d) A candidate who passed the Class XI/Higher Secondary Examination and secured 80% marks and above in a subject/subjects, shall be declared to have secured Letter Marks (s) in the/those subjects (s).

3.5 (B) DETERMINATION OF PASS, DIVISION, DISTINCTION WITH LETTER, RANK

(a) If a candidate passed in General English, MIL/Alternative English, the three elective subjects and the fourth additional elective subject,(if any), the aggregate of marks obtained in General English, MIL/Alternative English as compulsory subjects and the three elective subjects/best three of the four elective subjects (for candidate offering four elective subjects) shall be taken into account for determination of Pass, Division, Distinction with letter, Rank of the candidate.

 (b) For candidates offering four elective subjects, with lowest mark obtained shall be treated as the fourth additional elective subject and the marks obtained shall not be taken into account for the determination of Pass, Division, Distinction with letter and Rank of the candidate.

3.5 (C) FAILED CANDIDATES

A candidate who fails to fulfill the pass criteria as given in clause 3.4 shall be declared as FAILED.

3.6 IMPROVEMENT/SUPPLEMENTARY CLASS XI EXAMINATION :
An Improvement/a Supplementary Examination in respect of the following categories of candidates shall be conducted by entirely the concerned institutions within one month from the date of announcement of result of the annual Class XI examination of the year:

(a) A candidate who passed the examination but failed/was absent in the fourth additional elective subject (if any).

 (b) A candidate who failed/was absent in one or two subject(s).

 (c) A candidate who was absence in the Annual Class XI Examination.

3.7 HIGHER SECONDARY IMPROVEMNT EXAMINATION:
(FAILED CANDIDATES/FAILED SUBJECTS)
The following categories of candidates shall be allowed to appear in the Higher Secondary Improvement Examination of the Council:

(i) A candidate who failed in one of the five subjects (for students having no 4th subject) may appear in the Improvement examination in that subject.

 (ii) In case of a candidate having 4th elective subject and failed in two subjects out of the six may be allowed to choose any one subject out of the failed subjects to appear in the Improvement examination.

 Such candidate after passing in the Improvement examination may appear again in the remaining one subject as Improvement candidate in the succeeding main examination.

 (iii) A candidate who passed with 5(five) subjects and failed in the 4th elective subject may appear in that subject in the Improvement examination of that year.

 (iv) Candidates who could not pass the above Improvement examination in the subject may be allowed to reappear in that subject as Improvement candidate in the succeeding main Examination as a second chance.

3.8 IMPROVEMENT OF PERFORMANCE : HIGHER SECONDARY EXAMINATION

(a) IMPROVEMENT IN ONE SUBJECT:

(i) A student who has passed the Higher Secondary Examination of the Council may appear at the succeeding Higher Secondary Examinations for improvement in any one subject offered in the last Higher Secondary Examination.

 (ii) Such a student shall enroll himself/herself in the institution from where he/she appeared and passed the last Higher Secondary Examination within a period of 5 (five) years from his or her passing the Higher Secondary Examination.

 (iii) The student shall appear the Improvement Examination in course/Syllabi prescribed by the Council for the year in which he/she desires to appear the examination.

 (iv) For subjects involving practical, the student shall appear in both the theory and practical examinations.

 (v) Only one time chance shall be given for improvement of performance in one subject.

 (vi) Migrated students from the Council may also be allowed to appear for Subject Improvement without re-registration. Such a student shall have to pay an extra fee of half of the subject Improvement Permission fee prescribed by the Council for revival of his/ her original Registration Number.

 (vii) As for result, the better performance of the two examinations shall be accepted.

 (viii) The application for permission for Improvement of performance in one subject in the prescribed form shall be submitted to the Council within 3(three) months from the date of declaration of the result of the Higher Secondary Examination of the years preceding the year in which he/she desirous to appear at the Improvement Examination.

(b) IMPROVEMENT IN ALL SUBJECTS:

(i) a student who has passed in all subjects and desires to appear in all the subjects for improving his/her performance shall be allowed to reappear in all those subjects which he/she offered in the last Higher Secondary Examination for Improvement of performance in the succeeding year only.

(ii) Such a student shall enroll himself/herself in the institution from where he/she appeared and passed the last Higher Secondary Examination.

 (iii) Such a student shall appear in the course/syllabi prescribed by the Council for that year.

 (iv) For subjects involving practical, the student shall appear in both theory and practical examinations.

 (v) Such a student shall be given only one time chance for improving his/her Performance.

Students who had already migrated from the Council may also be allowed to reappear for improvement in all subjects. Such student shall surrender their migration certificate to the Council for re-registration.

 (vi) The application for permission for improvement of performance in all subjects in the prescribed form shall be submitted to the Council within 3(three) months from the date of declaration of the result of the Higher Secondary Examination of that year by surrendering all the original copies of Admission Card, Mark sheets or any other documents issued to him/her after passing the last examination.

 (vii) As for result, the better performance of the two examinations shall be accepted.

3.9 ADMISSION OF ABSENTEE AND FAILED CANDIDATES :

(a) Regular candidate who fails/absent in the Higher Secondary Examination may be admitted as a regular/casual student in the same institution from where he/she was enrolled for re-appearing in the succeeding Higher Secondary Examination as a Regular/ Casual candidate. Casual students need not attend the regular theory classes but should attend at least 75% of the practical classes for subject(s) involving practical. (The re-admission of absent/failed Candidates in Higher Secondary Examination as either Regular or Casual shall be the prerogative of the Head of the concerned institution.)

(b) All Casual candidates shall appear the Higher Secondary Examination in the course/ syllabi prescribed by the Council for the year in which he/she desires to appear the examination.

3.10 PRIVATE CANDIDATE (TEACHER/EMPLOYED/PERSON WHO CANNOT STUDY IN A REGULAR COURSE):

(a) A person (teacher/employed/person who cannot study in a regular course) may be allowed to appear in the Higher Secondary Examination as a Private Candidate without attending classes in the subject not involving practical after a lapse of 2(two) consecutive academic years from the year of passing of the High School Leaving Certificate Examination or its equivalent.

 (b) All Private Candidates shall enroll and register themselves with the Council as per provision under sub clauses 1.3 and 1.4.

 (c) A person applying for Private Candidate after passing the High School Leaving Certificate Examination /its equivalent examination other than the Board of Secondary Education, Manipur shall submit the original Migration Certificate to the Council at the time of registration.

 (d) Regarding the courses of studies/syllabi for appearing in the Higher Secondary Examination, all Private Candidates shall follow the same courses of studies/syllabi meant for the Higher Secondary Examination of the Council of that year in which they desire to appear the examination.

3.11 APPOINTMENT OF AMANUENSIS (FOR BLIND/PHYSICALLY HANDICAPPED/SPASTIC CANDIDATES)

(a) Student who is reading at least a class lower than the candidate(for blind/physically handicapped /spastic) who is appearing in the class XI or Higher Secondary examination of the Council may be appointed as Amanuensis.

 (b) The Head of the institution from where such a blind/physically handicapped/spastic candidates enrolled for the examination shall recommend a suitable amanuensis. He/she shall forward the recommendation for appointment of amanuensis along with a reading certificate from the Heads of institution where he/she is studying /indicating the class in which the amanuensis is presently reading and 4(four) copies of his/her latest passport photographs to the office of the Controller of Examinations of the Council at least 10(ten) days before the commencement of the examination.

 (c) The Controller of Examinations of the Council shall appoint amanuensis of such candidates and copies of such appointment letters shall be furnished to the Officer-in-Charge of the concerned centers of the examination, the candidate and the person appointed as amanuensis at least 5 (five) days before the commencement of the examination.

 (d) An additional time of 1(one) hour shall be permitted to such candidates for each subject/paper.

 (e) No fee from the candidate for using amanuensis shall be charged and no remuneration for the amanuensis shall be given by the council.

3.12 ORIGINAL MARKS SHEET :

Original Marks Sheet shall be issued to the concerned institutions after 10 (ten) days from the declaration of the results of the Higher Secondary Examination of the year.

3.13 PROVISIONAL CERTIFICATE AND PROVISIONAL MARKS SHEET :

Provisional certificate and Provisional Marks sheet for the candidates who passed the Higher Secondary examination shall be issued to desirous candidates by the Council after 3 (three) days from the declaration of the results of the Higher Secondary Examination of the year. Such candidates shall have to apply in the prescribed application form with the necessary fee fixed by the Council from time to time.

3.14 ORIGINAL CERTIFICATE :

The Original certificate of passing the Higher Secondary Examination shall be issued after one year on request. Such student has to apply in the prescribed application form with the necessary fees fixed by the Council from time to time and ordinarily after 3(three) years from the date of the declaration of result of the Higher Secondary Examination or as and when they are prepared (whichever is earlier).The Original Certificate shall be issued with the Monogram of the Secretary.

3.15 MIGRATION CERTIFICATE :

Migration certificate shall be issued to desirous students by the Council. Such students shall have to apply in the prescribed application form with necessary fees fixed by the Council from time to time.

3.16 ISSUE OF DUPLICATE/TRIPLICATE DOCUMENTS, ETC. :

The Council shall issue Duplicate/Triplicate/Quadruplicate, etc. of any document issued by the Council on payment of requisite fee and fulfillment of different requirements.

As for REPLACEMENT of document already issued by the Council , the Council shall issue such replacement on production of the damaged part of the original document and on payment of requisite fees.

3.17 AMENDMENT :

The Council shall update/amend/modify the curriculum and syllabus to suit the changing conditions from time to time. Such change(s) shall be intimated to all recognised institutions.

 N.B. If any doubt arises about the interpretation of any of the provision of the rules and regulations, the decision of the Council shall be final and binding.
