Following are Rules and requirements for Upto Class 10 Manipur Board Affiliation HSLC – BSEM Accreditation, Recognition I-X.
Recognition Rules
CONDITION FOR RECOGNITION OF HIGH SCHOOL
In exercise of the power conferred by Section 13 (ix), (x) of the Manipur Secondary Education Act, 1972 (Manipur Act, 7 of 1972) and as approved by the Board vide its resolution No. 6 dated 13-7-2000, amended by the Board in its meeting held on 30-07-2009, the following are the conditions for recognition of schools and withdrawal thereof.
1. TITLE :
i) This condition may be called the condition for recognition of High Schools.
ii) This condition shall come into force from the date of notification by the Board.
iii) The following are the stages of recognition of High Schools.
a) Permission to open class IX.
b) Provisional recognition of High Schools.
2. CATEGORIES OF SCHOOLS :
The following categories of schools having classes upto Class VIII or schools having adequate conditions for opening class IX may apply for granting permission to open class IX.
i) Government
ii) Government aided schools
iii) Private, unaided schools established by local people/societies/trust.
3. APPLICATION FOR PERMISSION TO OPEN CLASS IX :
a) Schools under clauses 2(ii) and 2(iii) which have fulfilled the essential conditions as laid down in clause 5 may apply to the Secretary, Board of Secondary Education, Manipur for permission to open class IX in the prescribed application form (Form No. 1), with an application fee of Rs. 5,000/- (non-refundable).
b) The application shall be accompanied by a detailed report of the Zonal Education Officer concerned showing the need and feasibility to open class IX in the school.
c) The case of the school which applied for permission to open class IX after having already admitted
d) In the case of Govt. Jr. High Schools, the State Govt. shall make the proposal for opening class IX.
e) The application is to be signed by the Headmaster and forwarded by the Director of Education(S) for all schools.
f) The school, which do not fulfill the essential conditions, need not apply.
g) The Board shall inspect only those schools, which are found to have fulfilled the essential conditions.
4. LAST DATE FOR SUBMISSION OF APPLICATIONS :
Applications in the prescribed (Form No.1) for permission to open class IX along with the prescribed fee of Rs. 5,000/- should reach the office of the Board not later than the 31st August of the year immediately preceding the academic year in which class IX is proposed to be opened.
5. ESSENTIAL CONDITIONS FOR PERMISSION TO OPEN CLASS IX :
a) The schools should have formal recognition upto class VIII by the Government of Manipur.
b) Every school except government schools, shall be managed by a duly constituted Managing Committee where representatives of the teachers and the guardians are well represented. The school shall be of non-proprietary character and its constitution is such that it does not vest control in a single individual or members of a family, and the aim of the management should be to impart quality education to the children and not to earn any profit.
c) There must be a public demand for full-fledged High School at the proposed site supported by a resolution of a public meeting in which there are representative of guardians of the students, members of the Panchayat/Municipality/Town Committees, Village Authority, Secretaries/Headmasters of the nearby High Schools attended.
d) The minimum enrolment will be 125 students with classwise minimum enrolment of Class VI – 35 Class VII – 35 Class VIII – 35.
e) The nearest recognized High School has a pupil population of more than 200 from classes VI to X.
f) The School should be located as centrally as possible with regard to the present and future pupils it will serve. The environment should be pleasant and healthy for smooth working of the school programme. The school site should be suitable and adequate. N.B. A site, which is low-lying, damp, or subject to erosion by flood, and is not easily accessible, is considered unsuitable.
6. LAND :
i) The land shall be in the name of the School.
ii) The land for instructional buildings and compound shall be at least 0.62 acres for single storey building, and 0.45 acres if the buildings are double-storied, for both urban and rural areas.
iii) There shall be a suitable playground measuring 3.75 acres, owned individually or jointly with other institutions, but is should be either in the school campus or within half a km. of the school-campus. In addition, there should be land for teacher quarters and hostels, where such facilities are to be provided.
7. FINANCIAL RESOURCES OF THE PROPOSED SCHOOL (APPLICABLE TO NON-GOVERNMENT SCHOOLS ONLY) :
i) The security deposit of a sum of Rs. 1,00,000/- (Rupees one lakh only) should be made through Challan in the accounts of the Board with State Bank of India, Imphal Secretariat Branch, Imphal or sent by a Crossed Bank Draft of any scheduled Bank drawn in favour of the Secretary, Board of Secondary Education, Manipur, Imphal for submission of the application form. The amount shall be refunded if the school is not given permission to open Class IX. When the school is given permission to open class IX and X the security deposit of Rs. 1,00,000/ – (Rupees one lakh) shall be refunded to the school after the announcement of the results of HSLC Examination appeared by the students of the school.
ii) Working fund – Rs. 50,000/¬ The working fund should be sufficient to ensure that the day to day management is smooth and the payment of the staff is regular. The working fund must not fall below Rs. 30,000/- at any time in the Bank Account.
iii) Minimum salary of teachers must not be less than the current monthly wage approved by the Government of Manipur.
8. BUILDING :
1. School buildings should be constructed following the model building code guidelines with all safety precautional measures, such as
i) Fire safety measures.
ii) Installation of adequate fire extinguishing equipments and sensor alarms.
iii) Entry and exit marked clearly and with no objects obstructing the ENTRY and EXIT of the school building.
iv)The building to be constructed with the best materials and certified by a registered architect or an engineer not below the rank of E.E. of the state PWD.
2. Hostel and residential should be separated from the main building of the school.
3. Hazardous and inflammable materials should be separated from the main building of the school.
4. The school building should be built in conformity with the hygienic rules and well adapted for the purposes of efficient schoolwork.
5. It should be at least semi-permanent structure, and so designed as to facilitate future expansion.
6. All rooms, specially classroom, should be well lighted and ventilated and free from glare. The sills of the windows should be placed not more than 2.5′ above the floor. The windows should be sufficiently large (3.5′ X4.5′). Cross ventilation, the ventilators being placed near the ceiling should be provided in each classroom. The walls between the classes must effect a complete separation from the floor to the ceiling and must effectively prevent sound from one to another.
7. A floor space of at least 1 2sq.ft. per pupil should be provided in each classroom. In providing space in classroom on the 12sq.ft. basis, the maximum permissible enrolment in the class-section should be taken into consideration.
8. Provision should be made for separate rooms as detailed below :

9. There shall be adequate sanitary facility attached to the school, separately for the teachers and students. In the case of Co-education schools separate sanitary facility should be provided for boys and girls. There shall be adequate arrangement for supply of safe drinking water. There should be at least one First Aid Box in each school.
10. A school shall not be housed in rented building. In any case school building should be constructed on its own land.
11. Students should be admitted in accordance with the facilities available for each student e.g. the number and size of classrooms, proper ventilation and lighting etc.
9. FURNITURE AND EQUIPMENT :
Furniture, movable furniture and teaching aids must be sufficient for the students and the staff. The teaching aids and Science equipment must conform to standards as laid down by the Board from time to time. Adequate provision shall be made in the school for the activities in work experience. Physical & Health Education and co-curricular activities, which may be prescribed by the Board from time to time.
10. SCIENCE LABORATORY :
A school should have a room where Science Practical classes can be conducted. All the required chemical and equipment as given in the prescribed textbook are to be kept in the room.
a) Size of the room (minimum) – 1 8’X20′
b) Two working tables each of 4’X3′
c) Almirah for storing chemicals & equipment.
11. MATHEMATICS LABORATORY :
A school should have a room where Mathematical Practical can be conducted. All required materials given in prescribed text book should be kept in the room.
12. LIBRARY :
The school shall have a well-equipped library containing well selected books for both the pupils and the teachers. At the time of selecting books the primary purposes of a school Library, must be
(i) to supplement class room instruction,
(ii) to foster among the pupils the reading habit and
(iii) to provide source materials for teacher’s professional growth. There should be well-arranged catalogues or library books and journals and the system or lending on suitable books to the pupils should be easy. There should be a sustained reading programme and wide reading should be encouraged as far as possible. The number of books in the library excluding, text-books, should be at least three times the total enrolment. The total Library fee, income shall be utilised exclusively for the improvement of the library.
13. TEACHING STAFF (Single Section School) :
The school shall have an adequate number of qualified teachers as prescribed by the Board for each subject. The Headmaster should be a good Post Graduate Degree holder or trained Graduate and should have at least 5 years teaching experience in a recognized school.

Of the 3 Science Graduates 1 st should have passed the Degree Examination with Mathematics, the 2nd with Physics and Chemistry, the 3rd with Zoology and Botany.
For one additional section, there shall be one graduate teacher, and for 2 additional sections, 3 graduate teachers.
In addition to the above, there shall be other subject teachers as under:

The Board will give special consideration to those schools having more trained teachers.
14. WITHDRAWAL OF PERMISSION TO OPEN CLASS IX :
The Board may, at any time, withdraw permission to open class IX for anyone of the following reasons.
i) If the conditions laid down are not reasonably fulfilled within the stipulated time. ii) If the tone of discipline and management are unsatisfactory.
iii) If there are cases of irregular admission.
iv) If the report of the Inspection Team shows that the school is no longer worthy of granting permission.
v) If the school is found to be recognized/affiliated/accredited by other Boards of School Education/National Open School/Open School System.
vi) For any other reasons considered to be sufficient by the Board (the reasons to be specified and recorded).
15. PROVISIONAL RECOGNITION :
A school permitted to open class IX shall apply to the Board in the prescribed form (Form No. 2)
16. LAST DATE FOR SUBMISSION OF APPLICATIONS :
Applications in the prescribed form (Form No. 2) for provisional recognition of the school upto class X, along with the prescribed fee of Rs. 5,000/- should reach the office of the Board not later than the 31st August of the year immediately preceding the academic year in which class X is proposed to be started.
17. CONDITIONS FOR PROVISIONAL RECOGNITION OF HIGH SCHOOLS :
a) The school shall follow the rules and regulations and instructions of the Board.
b) Every school, except government schools, shall be managed by a duly constituted Managing Committee where representatives of the teachers and the guardians shall be well represented. The school should be of non-proprietary character and its constitution is such that it does not vest control in a single individual or members of a family and the aim of the management should be to import quality education to the children and not to earn any profit.
c) Enrolment : The total minimum enrolment from classes VI to IX shall be 150. The minimum classwise enrolment should be as follows:
35 in each of classes upto class VIII.
35 in class IX.
In the case of Girl’s High Schools or Boy’s Schools in educationally backward areas, areas with communication barriers and areas where there are no High Schools of the same medium or medium of instruction within a radius or 5 kms. This condition may be relaxed. However, the minimum class-wise enrolment and the total number or enrolment of the school should not fall below 20 and 100 respectively.
The maximum enrolment in each section of classes VI to IX will be 40. The Zonal Education Officers (ZEO’s) concerned may, however, allow an excess admission upto 5 pupils in each section under special circumstances.
d) The school shall adequately provide for instruction in accordance with the Curriculum and Syllabus as prescribed by the Board and for other co curricular and extra-curricular activities as recommended by the Director of Education (S), Manipur from time to time.
e) The minimum number of teaching days in a year shall be 180 including internal examination days and the minimum working hours of a High School should be five hours and 50 minutes per day with recess of 30 minutes. On Saturday, the working hours may be 3 hours 20 minutes without recess if the school does not open additional subjects.
f) Teaching Staff : The school shall have an adequate number of qualified teachers as prescribed by the Board for each subject. The Headmaster should be a good Post Graduate Degree holder or Trained Graduate, and should have at least 5 years teaching experience in a recognized school. The Headmaster’s qualification may, however, be relaxed by the Board in respect of a candidate who is otherwise well qualified. Besides the Headmaster, there shall be teachers as under.

(Of the 4 Science Graduates 2 should have passed the degree examination with Mathematics, the third with Physics and Chemistry, and the fourth nth Botany and Zoology)
In addition to the above, there shall be other subject teachers as under:

For one additional section, there shall be one graduate teacher, and for 2 additional sections 3 graduate teachers.
(g) There shall be adequate number of female teachers on the staff in the case of Girl’s Schools.
(h) Admission:
The rules and procedure regarding admission prescribed by the Board shall be strictly followed.
(i) Finance:
The school must be on sound financial footing. Its income from tuition fee and other sources must be sufficient to meet the necessary expenditure. The school shall have a General working fund of at least Rs. 50,000/-. The payment of teachers’ salary should be regular. The working fund of Rs. 30,000/- should be in the Bank Account of the school. This may not apply to Government Schools.
If, on the basis of the particulars furnished in the application, and the report of the inspection team appointed by the Board, the Board is satisfied that the minimum conditions of recognition as prescribed above have been fulfilled by the school, it may accord provisional recognition to the school for one year at the first instance with permission to send up candidates for the H.S.L.C. Examination.
Science Laboratory: A school should have a room where Science Practical classes can be conducted. All the required chemical and equipment as given in the prescribed textbook will be kept in the room.
(a) Size of the room (minimum) – 18’x20′.
(b) Two working tables (minimum) – 4’x3′ each.
(c) Almirah for storing chemicals & equipment.
Mathematical Laboratory : A school should have a room where Mathematical Practical can be conducted. All required materials given in prescribed text book should be kept in the room.
18. WITHDRAWAL OF PROVISIONAL RECOGNITION :
The Board may at any time, de-recognize a High School for any one of the following reasons:
(i) If the condition laid down are not reasonably fulfilled within the stipulated time.
(ii) If there are cases of irregular admission.
(iii) If the tone of discipline and management are unsatisfactory.
(iv) If the report of the Inspection Team shows that the school is no longer worthy of recognition.
(v) ‘If the school fails to send up candidates to the H.S.L.C. Examination for 3 consecutive years. (vi) If the school is found to be recognized/affiliated/accredited by other Boards of school education/bodies running correspondence/distance education / National Open School/ Open School system.
(vii) For any other reasons considered to be sufficient by the Board (the reasons to be specified and recorded)
19. PERMANENT RECOGNITION :
A recognized high school may apply for permanent recognition if the conditions given under clause 20, are fulfilled.
20. CONDITIONS FOR PERMANENT RECOGNITION :
(i) The school must be a provisionally recognized school with 10 years standing.
(ii) The school shall fulfill all the conditions laid down by the Board in the regulation for provisional recognition of the Board.
(iii) The standard of the school and quality of teaching be such that the students are helped to regularly pass from one class to the other. The pass percentage for classes VI-VIII should not be less than 95%, for class IX not less than 80% and 60% in the H.S.L.C. Examination during the previous consecutive 5 years. A record of enrolment and pass percentage, class-wise and year-wise for the previous 5 years indicating increased pass percentage and mean of each subject from year to year shall be maintained. In the event of the school failing to maintain the prescribed norms for permanent recognition, the Board will ask such a school to rectify the deficiencies and the norms upto the Board’s expectation within a period not exceeding three years. If the school fails to show improvement, it shall lose the status of permanent recognition and be treated as a provisionally recognized school
21. FEES :
The following fees shall be paid by schools of different categories as specified below:

CRITERIA FOR PROMOTION TO CLASS X
A student reading class IX may be promoted to class X under the following conditions :
(a) The minimum mark obtained by a student in each subject under the scheme of CCE in one academic year is 33%, subject to a minimum of 25% in each subject of the three categories of tests viz., Monthly test, Term test and Sessional Examination.
(b) The students gets a minimum of 33% in Work Experience and Health and Physical Education.
The minimum marks to be obtained, by the student for promotion from class- IX to X are shown in a table below:

ELIGIBILITY CRITERIA FOR HSLC EXAMINATION
A regular student of class X is eligible for H.S.L.C. Examination if the student satisfies following conditions :
(a) The minimum mark obtained by a student in each subject under the scheme of CCE in one academic year is 33% subject to a minimum of 25% in each subject in each of the three categories on tests viz., Monthly test, Term test and Sessional Examination.
(b) The student gets a minimum of 33% in Work Experience and Health and Physical Education.
(C) The student attends a minimum of 75% of the teaching days of the school.
The marks obtained by a student in a subject (except Science & HPE) in an academic session under the scheme of E
= (X+Y+Z)/2
where X=marks obtained in Monthly test
Y=marks obtained in Term test
Z=marks obtained in Sessional Examination
For Science and HPE, marks at the end of the session =[(X+Y+Z)/2]+W
where W = mark obtained in Science Practical and HPE.
It is now clear that the minimum marks to be obtained by a student or eligibility to appear in the HSLC Examination, 2010.

Science Practical Test will be conducted by the schools. The Science Practical will be assessed under the following distribution of marks – Note Book – 2, Viva Voce – 3, Experimental Exercise – 5

Please make two copies of the list of students who are not eligible. One is to be submitted along with Form No 265-B and the other copy should be pasted on the notice Board of the school. They are to get re-admitted in class X to pursue their studies in the next session.
